I don't think he's naming a serious price so much as saying that if you pay him enough he'll make you one because it's too much effort to be worth selling. I see it more as sarcasm as opposed to a pricing strategy.

I think there might be some translation issues. I'm starting to suspect that 850 is how much he spent to make this car. The chassis could easily be made for under $100.
