Are the views separate viewers, or separate views? I know I've looked in a heap of times....

They are separate views and not unique visitors like any thread on the forums.

Every time someone one looks at this thread, it adds to the view count. So if you have 10 entries and each one looks to see how they are competing, the views count is going to be through the roof compared to the number of votes. We have the same issue over on Clodtalk. We get a lot of views as well, but half the votes you get here on RC10talk.
