I thought it was pretty generally known that the exchange rates Paypal uses is not exactly favourable to users...

I believe the lawsuit is not merely about non-favorable exchange *rates*, but because Paypal was using Canadian dollars (CAD) instead of American dollars only when it benefitted them, and vice versa. You can't have your cake and eat it too.
