For my Scorpion rere, I used a 4mm bullet with the solid end trimmed off to make a sleeve that fits over the 4mm axle and accepts 3/16 id bearings. You could also try Yokomo YOKB2-670C, I have a Yokomo spur gear that seems to work fine on the AE tranny.

If it helps any I used acetone (fumes, not dipped) to clean some Imex tires from a blackfoot. (no, the abs rims did not survive!) They did seem to swell as the fumes got to the rubber to the point where they didn't fit the rims all that well, but over time as the acetone off gassed they shrank back ...

It's hard to beat a 4mm plug direct to the battery. This is the connector I made for charger to battery.
