"Advertised" buggy weight?

I'm a bit uncertain--when you see a car's weight on a box or website, for example the Durango DEX210 kit on Tower Hobbies--what all does the listed weight include? Just the roller chassis & body with no ESC, motor, servo, battery?

It seems to me that 1650 grams for pretty much a skeleton chassis is very heavy.

Consider another example, the DEX210 RTR, also from Tower, which includes a motor & ESC, radio components--everything but a battery--but is listed at 1567 grams. :?

So when you see a weight listed for a given kit or chassis, what does that typically include?

I always thought it was the "what's in the box" weight. How can they give you a vehicle weight without knowing what components you are adding to it. They can always estimate, I guess.
