Cobra 'Battery Bug'... anyone have specs?

Going through my stash for the first time in a long while, I found three of these things that I used back in the day. IIRC, they supposedly bring a used NiCd pack down to a safe level for recharging after use, or leaving it on for storage so the battery doesn't develop the dreaded 'memory'. I believe you could also fully peak a pack then plug in the Bug for a maintenance discharge cycle to condition the pack... or something. I don't recall specifics. Anyone have the instructions or know any intimate details about these things, what they did and how they did it?
I have two barely-used Onyx 1800 NiCd packs that will see very infrequent use. Any reason not to use these things on them for giggles and why-nots?
I'm tempted to chip all the plasti-dip off one and see what makes them tick.
