Some weirdness going on here... those ally front uprights are nice (Hotbox?), two steering servos, and what looks to be a home-made bumper.

This one is off the charts cool. It is a Pit-In Racing Team Samurai complete with redesigned chassis, belt drive and revised independent suspension. Amazing!

You are correct - I just got a reply from Umberto Milanesi himself and he said that is exactly what they are for. He said to add them then use additional washers if needed for even smaller tweaks. I suppose they can be used one the front or rear end as required. Pretty cool anyway.
