I know this is a tangent, but is a Cougar able to be converted into a Top Cat?

Absolutely. The front suspension can be swapped over. The body is different, but could be trimmed to work. For the re-re versions, the Cougar and Top Cat chassis are identical. On the original production chassis for the Cougar, the servo mount holes are missing, so you either have to drill for Top Cat style servo mounts or just use tape.
Later C2 Works Cougars had different transmission holes to reduce the angle of the drive shafts.

I should add that the C2 Works was anodized purple, so you know if you have one of those.

Do the Cougar and Top Cat use the same front shocks?

Yes, same front shocks.
I might be turning one of my re-re Cougars into a Top Cat. I have the extra bits on hand in my pile of spare parts.

Not completely true the original release of the cougar used the topcat chassis with all the holes, the topcat shock mount holes and servo holes weren’t deleted till later production runs.

Schumacher used up the leftover Top Cat chassis, so technically it IS true Early Cougars had Top Cat chassis, which had the holes. Later Cougars had Cougar chassis, which did not. therefore, Top Cat chassis had the holes and Cougar chassis didn't.
