My memory is failing but aren't the inner holes for screwing the gear to a slipper clutch?
I think if you've fully populated the outer set of holes, you should be good. For reference, an early AE spur only holds 8 balls so installing more is just a bonus.

The Kimbrough was made to bolt to different hubs I don't think the holes were originally meant for balls. Knowledgeable folks told me those inner holes would line up perfectly with early Schumacher slipper clutch housings (Cougar 2, Bosscat, CAT 2000, etc). I was able to find Schumacher spurs, so I...

Installing: Start one side in the groove. Use a small flat blade screwdriver to push / squeeze down the ring until the rest of it is in the groove.
