anyone know what kinda chassis this is? custom made? aftermarket? never saw one before

Is it painted? It almost looks like someone butchered the lower part of the radio box and grafted it onto the lower chassis. I'm at a loss...

not grafted, welded, looks likes painted alum plates, you can see the tig weld marks below
