The problem with foams is that if you try to push the rim in the foam with wet glue it just pushes the glue out.

Use contact adhesive and coat the inner surface of the foam and the outer surface of the rim. Let it dry until it it is just slightly tacky to the touch. Use your finger or a brush to then generously coat the contact with turpentine. Quickly push the rim into the foam and let dry fully. You'll have perfectly glued foams.

Keep in mind you only get one shot to push the rim in the foam. I normally place the nicest edge of the foam donut down on a piece of glass or something and press the outside face of the rim fully into the foam. This ensures the foam is flush with the edge of the rim and that the foam spins true.

If the rims have a big outside lip like that I would probably set the rim face down and push the nice side of the foam onto the rim, but use something flat to push it on evenly

Cleaned out the UK of their Pro-line Jaco Green and Yellow Touring donuts, one guy had all of these, and the asking price was more than reasonable.
