Those aren't welds. It's a sheet of copper coated glassfibre sheet used for circuit boards before etching. It means you can solder it together as has been used here. Some of the old ESCs has a second riser circuit board which was connected vertically to the main board using this method.

Your eyes must be better than mine. Still looks like a piece of oxidized steel to me.
