3D printing Optima parts?

I recently purchased a pair of the chrome 2.0" front Optima rims from a seller on eBay. He was claiming that whilst the parts new in pack were the medium width he was also supplying the parts required to convert the rims to the wider rear type. When I received them in the mail the extra parts look printed. I am yet to fit them but they actually look rugged enough to do the job.

The rims in the bag are genuine items. However the extra (wide) insert and (wide) inside rim looks to have been printed. They have a very unusual texture to them. Almost like they've been sandblasted.

For that matter, the red shock collars shown in pics earlier in the thread have that same rough look.

The same as the radio tube and you can sand it to a better finish as I did on my runner’s tube.
