Jconcepts has new tires and wheels that have a vintage look but with modern tire technology.
Judging by the caps and seals, those look like bottom load shocks. I'd just clean them and install new o rings with the old hardware and spacers.

Proline used to make Roadhawg tires that fit the original wheels, they are a road tread, and you can go onto their site and see the current Roadhawgs (for 2.2 Truck). Imex also had some street style tread.
