I was kinda wondering that myself, but maybe from a reality perspective, it looks more real with the nuts on the outside? That's how it works with 1:1 cars...oh well. :)

They do,

But I like the scale looks. The (lug) nuts look a little better than giant (scale) screw heads..

I've always done that on my Tamiya type wheels.
