Cougar wire wing mount

Was looking at an old mag last night and saw a pic of Kevin Moores Cougar.

He is running a wire mounted wing? It has little alloy wire holders on the shock tower with a grub screw to hold the wire mount and white wing buttons in the wing.

Was this a Scumacher mod or an option part??

What was the benefit of this mod? To lower the wing/move it back??

Any ideas or parts from other cars so I could make one up? RC10's use this style of mount don't they??

This is sort of modification similar to what Masami did in his RC10 and Yokomo.
Just to make it look 'Factory'
