It looks like they are for keeping it centered. Sometimes the cleats that hold sway bars have big enough opening for the bend to slide in and they get wedged in, binding up and no longer floating.

Thank you. I couldn't get them to slide on or push on. I figured if I ran a drill bit through them, they wouldn't grip the rod.

Maybe try a little heat to help them on, but nothing more than a hair dryer or hot water, if they're plastic. Maybe hit the rod with the hair dryer and see if they go on easier?
