special motor brush?

I have one set 540 motor brush by associated, but I never saw the brush like this,what type of this brush call?

That is a "cut" brush. In theory you can run one brush up and one brush down to reduce drag and wear on the commutator. It does not appear to be "timed" though.
Something clever goes here...
