Poor puppies

Right in the middle of the city I found these poor guys, must have ran away from home

They wouldn't sit, speak, roll over, and they never once barked at me. Must have shock collars.

That's what I was told too. I assumed coyotes as they are common around here but the pics of fox pups look much closer to me

Maybe you could call the local d.e.c. and let them know they're there. They probably won't survive long on their own.
